I have an 83 Aspencade that I've just recently had on the road. I notice that the voltmeter is reading low. Checking with a multimeter, the voltage is higher than shown, but still low. Looking down beside the battery where the three yellow wires come down, one of them has had a section cut out of it. Anybody know why the PO might have done that and, if I reconnect it, will I blow up the electrical system or might I get back my missing voltage?

I can think of a couple of things off hand: a bad winding?
Take the three yellow leads and test them while the bike is running, Do Not unplug stator with bike running and don not reconnect either.
With a test meter and leads at
Test: AC1 to AC2, AC1 to AC3 and AC2 to AC3, you should have AC readings. Any AC lead to ground (IB Test) you should have no reading.
Reg/Rec test should only go one way on diode test.
AC1 to BCL, AC2 to BCL, AC3 to BCL
AC1 to G, AC2 to G, AC3 to G
Reverse meter leads and test for reverse bias. One way flow if it goes both ways it's bad.
