Can you mount a cigarette adapter on top of the left side box on a 2013 honda goldwing f6b easy to use without open the side box

The answer is yes; I've seen it done. Be careful as that plastic is sorta brittle and chips easy.

I would look for one that is for marine use
had one on my boat, it mounted under the dash with just a spring loaded flip cap, used it for a spot light,
it had it's own integrated mounting bracket

Welcome to the forum. Keep in mind that the factory line that plug is intended to be plugged into is limited in amps, 5 if I remember right.
