I recently flushed the cooling system, took off the overflow tank and cleaned it. Put new Honda 50/50 coolant back in the system. Filled the overflow tank to the proper level. Burped the system like the manual says, but now when I check the fluid level when I take the radiator cap off, the fluid level is not up to the top of the filler neck. Is it supposed to be, after the engine cools down. The suction and overflow hoses for the overflow tank were hard to put back on after I flushed the system, so don't know if I have the system working properly or not.

On the over flow tank there is a mark to fill it up to, the radiator should be up to the filler neck, the system should take almost 4 qts.
