Adjusting throttle cables for newbs (I am one)

Just got my bike back from getting carbs done by a decent car tech. My '83 GL1100 throttle was tight as all get out.

Also, does anyone know where I can get a front left brakeline? Even if I can get the ends, I have a shop in Des Moines that will make it.
