When both High Beams go out, do the low beams automatically go on?

Like I said, the low beams stay on in either position of the Hi/Low switch

I was riding the other night and when I hit the switch to turn on my High Beams, my Fog Lights went out (as they should) but my Low Beams stayed on and my High Beams did not.
