Where you live, you should not have any problems. I have an 88 that still has the original exhaust with no rust. It is kept inside all the time. I did buy a 77 GL 1000 that has sat outside for most of it's life in the desert. The exhaust is still in fine shape without any rust.

When I lived in PA and would winterize my bikes, I would cover the ends of the exhaust with cling wrap and secure it with rubber bands. This would keep excess moisture out. This was in a winterizing book that Honda put out years ago. Never had any problems with my exhaust rusting out.

The actual mufflers on the 1800 are all stainless. The chrome cover and tips are not. I don't know about the internals but you should never see a rusting muffler on the 1800.
Now the headers and expansion chamber are another thing.

I have a little rust/bubbles forming on the right exhaust tip @ 27,500 miles. Before I buy an OEM replacement, any suggestions as to aftermarket or ?

A little late for your problem, but. When I had my '04 as I was doing some winter maintenance, I removed the exhaust tips to add some anti-seize to the bolts. I noticed rust starting inside the tips. I cleaned them and then painted the insides with some high temp anti-rust flat black paint.

I never had a problem with the exhaust pipes on either my 98 or 09 Goldwing. I did have to replace them on my 86 Kawasaki Voyager with a set of Cobra's.
